The governor assistant Hua Jianhui Visited USTC to Build the Innovation Talents Training Base
In September 22nd, a group led by Hua Jianhui, the governor assistant of the Anhui provincial government, visited USTC to build the Innovation Talents Training Base of Hefei-Wuhu-Bengbu comprehensive reform pilot area for independent innovation. Deputy President of USTC, Mrs. Zhang Shulin, as the host, warmly received the visiting guests accompanied by Professor Song Wei, Dean of CES of USTC. The visiting guests visited the National High Performance Computing Center, the Provincial Modal Base for Copyright Education, the Provincial Intellectual Property Training Center and other institutions. After the investigation, the visiting group exchanged with the persons in charge of relevant institutions and institutions on how to construct the Innovation Talents Training Base.

Deputy president Zhang Shulin introduced the achievements of postgraduate education in USTC to the guests. Also, she introduced the goal of postgraduate education in USTC and the corresponding measures in rearranging the educational resources and holding professional education. She told the guests that USTC would cultivate the required talents for the three reforming cities through high level training programs by exploiting the excellent academic resources and the five public service system in USTC.

Professor Song Wei, dean of the CES, introduced the preparation work for the Innovation Talents Training Base and USTCs advantages in high level training. He said that the CES would be devoted to all kinds of high level training programs with well tailored courses to provide innovation talents for the three reforming cities.

Mr. Zhao Yong, deputy director of the provincial department for human resources and social security, delivered a short speech. He said, talents are the key for scientific, economic and social development. There are two channels for getting talents: introduction and cultivation. In fact, we should not depend on introduction talents only. It is a good idea to train talents by USTC. We should make full use of the rich resources of USTC to expand the training programs for getting more talents and skillful professional employees. Why not? Through training, he said, to promote cooperation in production and research, to turn a large number of R & D results in USTC into productive forces. We should take the training work as a good platform to transfer scientific and technological achievements into productive forces, and take the work of independent innovation as a testing ground, and promote the advanced experience to the province.

Mrs. Liu Shengnan, director of the personnel department of the provincial organizational committee said in his speech 'by cooperating with USTC and using its excellent educational training resources, we will certainly make the training a success and produce a training brand. And we are convinced that it will have far-reaching influence with USCT in charge of the talents-training work.'

Mr. Tang Zhongsheng, director of the science?technology office of the Provincial Education Department, stressed four points in his speech: First, it was a wise decision to set the Training Base for Innovation Talents in USTC; second, USTC had a strong awareness of serving Anhui with its invisible and visible resources, like knowledgeable experts. USTC had always showed great support and concern for the those provincial colleges, and setting a training base in USTC would be constructive in exploiting its resources to serve directly the reforming area's development; third, USTC could impress all people of innovation sense with its innovation environment and atmosphere by all means and resources; and fourth, the provincial education department will provide whatever help needed in constructing the training base.

Mrs. Hua Jianhui and her entourage expressed appreciation for USTC. She spoke highly of USTC's commitment to serving Anhui social demands with a positive action. She approved the efforts of CES in serving Anhui economic construction and actively preparing the innovation talents training base. USCT was so rapid in action and efficient in course-designing targeted at the reforming cities' demands that the first two training classes had already been under operation. The construction of Hefei-Wuhu-Bengbu comprehensive reform pilot area for independent innovation, she said, is of great significance for Anhui's social and economic development and our contribution to the national strategy of building a innovative country; we must build an innovation system, improve innovation ability, develop creative industry and establish innovation enterprises; at present, it is quite urgent to raise the enterprises innovation ability by training the top managers and technicians in enterprises to update concepts and thinking in their minds; we should provide service for all the enterprises in several years, starting from training their CEOs. It is a great honor for us, she said, that USCT undertakes the mission of constructing the training base and we firmly believe that USTC will successfully in fulfilling the task for its innovation spirit, innovation achievements, excellent academic resources, rich educational training experience and its long-cultivated affection with Anhui province.
Later, Mrs. Hua Jianhui presented four requirements for the training programs: first, there should be a definite aim with the focus on applied talents training; second, a systematic and feasible plan should be made by USTC and relevant departments of Anhui province; third, the content should meet the specific demands with flexible teaching methods. We must raise efficiency and emphasize case analysis in education to bring a fruitful result; fourth, value-adding service should be included, and we can bridge the gap between research and production and thus transform the research findings into productivity by rearranging the resources of the CAS, the big enterprises, and the research institutions and colleges both in and outside Anhui province.

Group members like Yang Xiaolin, deputy director of the provincial secretary office, and Yang Yajun, deputy director of the office of technological advancement and equipment of the provincial economic and informational committee, also presented their suggestions on the training plan, methods and content. Tu Jing, deputy dean of the Graduate School and Ni Rui, director of the academic degree office joined in the exchange.
